Why state rules supersede the central framework
The PROG Act 2025 is the central framework
The Promotion and Regulation of Online Gaming Act 2025 sets the rules for verification, KYC, grievance officers and self-regulators. It applies across India.
A platform that meets the central rules is not automatically compliant in every state. State rules on real-money gaming still apply where the state has restricted real-money play.
The state list is the practical answer
Andhra Pradesh, Telangana, Tamil Nadu, Karnataka, Assam, Odisha, Sikkim and Nagaland have, at various points, restricted real-money gaming. The exact list moves over time.
Before you download or stake, check your state rules. The platform cannot override a state restriction by registration choice.
